Conditional navigation match has priority over same case without conditional
navigation
for example:

<from-outcome>go</from-outcome>

<to-view-id>/b.jsp</to-view-id>
</navigation-case>
</navigation-rule>

should return b.jsp, but it is returning c.jsp.
