Enable checkstyle checks by default in our myfaces-parent pom

I've now seen a lot MyFaces projects which have wrong or none checkstyle
reports activated.
This - amongst others - also checks for proper License headers in our files -
thus this is a mandatory step in our build process!
I'll go forward and enable the standard checks in our parent pom 11-SNAPSHOT.
Projects which already have the maven-checkstyle-plugin properly configured
with their own settings (like tobago) will not be affected.
This will only 'bite' the projects which did no checkstyle checks at all!
