Separating layout matters from components looks like a good design decision.
However, we've identified the two components tc:image and tc:popup which should
be still keep their size attributes:
- images bring their own sizes -- typically their sizes remain original and
will not be altered by the underlying layout. Additional there is a substantial
effort in migrating large amounts of image tags
- popups are logically not embedded into an enclosing layout but define their
own layout -- its sizes shall be defined independently from an enclosing layout
