the SystemPropertyExpressionInterpreter is pretty often very useful.
Since PropertyExpressionInterpreter and SystemPropertyExpressionInterpreter are
only a slim shim over the AbstractPropertyExpressionInterpreter (which is
already in core-api), we should move them over to core-api as well.
