If the pattern is a 12 hour clock and am/pm is not specified in the pattern.
then user sees a 12 hour clock without any way to enter am/pm information . So
the right behavior is to warn the developer and display am/pm field even if
user is using a 12 hour clock (with or without the 'a' suffix)
