Jeremy C. Hull reopened TRINIDAD-2270:

Due to my local env setup, I was not testing what was in the patch. This one
method in the features_builder.diff completes the loop.

> To selectively take advantage of new CSS capabilities, and other changes
> which may rely on DOM changes, the skin needs to be able to specify rendering
> features that the skin needs to take advantage of. An example of this is
> removal of image borders and corners that are only there to provide rounded
> corners or gradients. Reducing DOM can be done in many cases without
> affecting the presentation, but positively affecting performance.
