Some Faces extensions (Trinidad/ADF) have an initialization scheme that
requires they crete a dummy ExternalContext (i.e. a valid ExternalContext that
isn't bound to a FacesContext) prior to acquiring/activating a FacesContext.
Update our impl to remove dependencies within ExternalContext to a FacesContext
in order to support.
