I think could be good in portal environment to have a new context parameter like
org.apache.myfaces.STANDARD_JSF_AJAX_LIBRARY_LOADED
in a way that "true" would prevent AjaxHandler to add outputScript component to
the head section(skip call registerJsfAjaxDefaultResource).
In this case, developer would be responsible for including the resource
