that's a known issue and should be fixed with wls 12.1.3 (and not a bug in 
codi).
at least apache deltaspike was tested with it.
it sounds like you are starting to use codi - in that case you should move to 
deltaspike (also this scope is ported to deltaspike already).
if you have to stick with wls 12.1.2, it won't be the last issue you will face 
(most blockers are fixed in 12.1.3 and tested with deltaspike).
