Here you can create a custom theme: http://getbootstrap.com/customize/
To do that you can see e. g. in the speyside theme the tobago-config.xml which
excludes the bootstrap CSS and JS, an add it again under a different path.
This is required, because the "normal" behavour of Tobago is that all resources
will be added, from theme to theme.
