Fixed a bug with WebSphere 8.5:
In WebSphere the "_header"-component of a sheet is rendered like a tc:meta.
1. SheetRenderer create a "_header"-component
2. PageRenderer search for a "head"-component, finds "_header"-component of
sheet.
<tc:meta> is still rendered twice.
