The support for Portlets in Tobago are given in older versions, but currently
not tested. So, we can't check (nether automatically nor manually) if it works.
So we should suspend the support. (There isn't a Jakarta EE 9, as far as i
know).
If somebody document and/or implement a working test setup, we can revival the
Portlet support easily.
