I dont have any problem to push this towards RC4... I am working on reimplemting the selenium tests for the master, almost done with them, But it is uncertain whether the jakarta people will pick it up. (that is really up to them)
In the worst case we simply will do a dual build switchable via a config parameter for the time being with default going against the old code, which is shared with 3.0 anyway and the new scripts being enabled via a web.xml config param.
