IMO not a bug but didnt debug it
if you have USE_CDI_FOR_ANNOTATION_SCANNING, we only see all classes running
through CDI
that means that SelectItemsConverter isnt a CDI bean?
Just debug CdiAnnotationProviderExtension#processAnnotatedType and you will
propably see that CDI doesnt invoke it for SelectItemsConverter
