IMO no it’s not a runtime like Java or an OS and if used would affect the 
licensing. [2] Which is why I assume this qiuestion is being asked here.

It could however be considered an optional dependancy [3] as Mynewt run on 
multiple platforms. That means that the Nordic code (with that license) could 
not be bundled in an release made at Apache. [4]
