This vote for rc2 is being cancelled due for the following reasons:
* The "core" and "newt" components contained outdated README and
RELEASE_NOTES files.
* The naming scheme used for the release artifacts was confusing for
some users (they should contain "mynewt").
I think these issues could impede newcomers to Apache Mynewt, and that
the best path forward is to fix them in rc3 and call a new vote.
Those who followed the rc2 [VOTE] thread may recall an additional issue
that was identified: the "core" component bundles some CMSIS-CORE files
licenses under vague terms. The plan for addressing this particular
issue is to continue using these files in 0.9.0, and to upgrade them to
suitable-licensed versions in the following release. Addressing this
issue properly in 0.9.0 had the potential of introducing new bugs into
the release; there will be plenty of time for this change to be tested
in the next release.
