Not a requirement for graduation but certainly a good thing to have. Looks good to me as long as the Apache voting rules are followed for releases just about everything else is up to the PMC. Getting contributors and users involved in the release process IMO is a good idea as it can turn them into committers down the track. Also probably no need to have a formal VOTE on something like this, a conversation on the document with everyone generally agreeing is enough, this but you can if you like. Thanks, Justin
