The Myriad UI should display a warning when Myriad Mesos framework registration
fails and/or Myriad is removed from the Mesos Active Frameworks list.
Also, flex up/flex down requests should fail gracefully when Myriad is not an
active framework. Currently flex up requests remain in pending state.
