The MyriadOperations flexUpAService method currently throws a MyriadBadConfigurationException if the requested flex up request makes the total number of active, staging, pending, and requested instances of a service > max number of service instances. I may be missing something, but this does not appear to me to be a configuration issue. Perhaps we should just return a boolean indicating whether the request succeeded. Also, perhaps we should build in retry logic to re-attempt for a dynamically configurable number of times with a dynamically-configured backoff params -- This message was sent by Atlassian JIRA (v6.3.4#6332)
