Yeah I overlooked how that one worked out, but maybe something should be added 
to keep the NMHeartBeatHandler Resilient.

The other reason I saw that made me think we might want to do this, is if there 
is a failure in the heartbeat method anyways, we can use this to determine any 
rogue node processes that wouldn't have been registered with the heartbeat.
