The SchedulerState has a protected updateStore() method that is invoked on the
last line of SchedulerState public methods. There is boolean logic to
short-circuit the method if HA is disabled.
Configuring this to instead use AOP would prevent invocation where HA is
disabled and also deliver cleaner code.
