This is an example of a mutating issue. I suggest closing issue 25323
again and create a new issue for the remaining problems.

(Furthermore: I cannot reproduce your problem with danish sorting. OOo
sorts as you put it into the issue)

We need a reals testcase. A document that contains the "before", then
the result ("it should be sorted like this") and a description of the
difference ("note that OOo puts the "�" here but it should be "there")

So only a limited number is affected at all: Those languges where the
script-type doesn't cover the whole range of characters.
But danish doesn't seem to have a problem.

Please file seperate issues for each language and mention them in issue
25323 and refer to issue 25323 in the new issue. Please /always/ provide
a testcase and a description what OOo does wrong (explain what you
expect to get an what you actually get)

Please understand that only this way the issues can be handled properly.

Issue 25323 is basically about "use ICU for sorting" this is fixed. (see
comments from khong). The remaining issues are: ICU is not correct for
language xy/OOo uses wrong rules for language xy.

This should not only be fixed in OOo but also in ICU, thus a seperation
of these issues is required to handle these properly.
If ICU is wrong (ICU is compliant to the Unicode Collation Algorithm
(UCA)) then you should give good reasons why OOo should use a different
collation algorithm (like a reference to a national standard) and a
complete list of "how it should be" (like in your comment to issue
25323 - but as mentioned before: OOo already "does it right")

If you only write "it is common" then OOo will probably not tailor the
sorting algorithm.
