I'm not sure whether this is can be configured by the individual project
leads.
I'd file an issue against issueZilla asking for the new subcomponents.

It does (see above), but it is not used on OOo.

Many pages can be localized. (when you encounter a file "file.htm.html"
this is the fallback, "file.en.html" would be the version for english,
etc.)
But again: This stuff is not used and probably it takes more than just
to create the files.
