Just my point of view:
We need a proper version control system as the central storage. As Pavel
has said, central OOo CVS is really the most sensible thing.
Pootle can be used as a central management tool if required, operating
on top of the version control. It can also be used by individual teams
locally if that suits them, since they can install a local version that
will be quicker for them. Some teams may also want to have their storage
locally because of bandwidth problems, and Pootle can be used locally on
top of that as well
