Sounds to me like you'll continue to have more conflicts unless you can decide whether these are language communities or country communities and use the appropriate codes with none or few exceptions.

Please don't use country codes for language groups. You'll just confuse everyone and it reflects a kind of European view of 1 language 1 country.
