As far as Urdu is concerned you already have an advantage that the localization work is mostly done (http://www.openoffice.org/issues/show_bug.cgi?id=63044 , http://www.cdacbangalore.in/bharateeyaoo ) and you just need to set up the Urdu Native Lang site.
