But then again consider the following: * GNOME (and other distributions) have specialised mailing lists for the L10n subprojects and the decisions arrived at are proposed on to the main list. It might be time consuming but it allows the sub teams to discuss and thrash out issues in peace without the oversight of other community members * Cultural nuances might encourage some folks to be more expressive within like communities than within broader communities. More often than not the uneasiness of coping with expressing ideas to a larger group of folks prevents deserving proposals from being published. Having said the above, don't the individual Language Projects have their own mailing lists ? If the answer to that is yes, then perhaps a loose confederation done through IRC would be better than an official NLP mailing lists.
