There may be some companies in Peru which sell support contracts. If it's like in other countries, it may take a bit of asking around to find them.

You might try checking with the Spanish-speaking lists like
        dev@es.openoffice.org
or with groups like PLUG
        http://www.linux.org.pe/
or GUSL - Perú
        http://www.softwarelibre.org.pe/

Sun, if I recall correctly, also sells support contracts for OOo and StarOffice.

IŽm working on a report for PC World Perú about piracy in public
administration, and I found there are more than 60000 computers using
MS Office ilegally.

I would like to know if OpenOffice.org offers some kind of direct
support for governments. If itŽs possible, who is the person
responsible for gov support?

If that is not possible, how are working on their migrations
goverments of France and Singapore?
