The topic of an NGO was not discussed at the meeting but Claudio Filho
made what I think is a very important presentation on the necessity of
having local NGOs.

Claudio's presentation is imho the first public paper that outlines the
different uses for a local NGO covering a native-language projects.

Actually I did mentioned on the meeting after the NLC (MarCons) the
lack of NGO being a big deterrent for large OpenOffice.org adoption
specially by governments and large companies.
