Why? It seems absolutely clear to me that the automatic update notifications are disabled on purpose (i.e., intentionally not activated) on some non-SUN builds. Just read Pavel Janik's comments in http://qa.openoffice.org/issues/show_bug.cgi?id=88255 So you'd better question the build provider about his choices rather than open an issue.
