May I just ask you to confirm that what you wish to open are level 1 projects at the moment? Most of the work will take place inside the localization project during this phase.
You can always take your two projects to the level 2, but it requires a significant amount of work and community building. In your case, I understand you would like to open these two projects for server space mostly? (NB: you don't need to request the setup of a native-language project if you focus on localization only).
