I can't remember whether the update.xml.gz file was expected to be hosted in apache.netbeans.org, netbeans-vm.apache.org or in the mirrors.
Maybe NETBEANS-330 [1] is of help for the rationale of this. Jiri was leading this, so he may know.
If you find out please update the Confluence page so everybody know where the update.xml.gz file is to be hosted.
