Not sure when it will be, don't want to promise anything in terms of time -- it will be some time after the 4th donation (C/C++ features) which is planned for September.
Whether it will be in the main codebase or not depends on what you think, what I think, what everyone thinks, together, like anything else here. :-) Fixed that incubator reference and note that you can have access to the Wiki so you can immediately fix any problems you find. Note also that just because something has not yet been donated to Apache, does not mean that you can't work on/with it, exactly as before.
