That looks like something I've read today - see https://issues.apache.org/jira/projects/NETBEANS/issues/NETBEANS-2637 and the tail of the log? Think that's against 11.0 too. Be good to get exact steps that consistently trigger this, if there are any. I may have seen this while updating the release branch too, but put it down to the redirects for the UC bedding in - not seen it since - been through a few userdirs since then!
