Yes, it would be nice if we had some build time flags so the installer:

* may bundle the JDK and
* may bundle the mandatory 3rd party NBMs like nbjavac/oracle parser or at least
** download all mandatory 3rd party NBMs at install time

I also wonder if there is a centralised place in the source tree /
wiki where these modules are listed. I know we have in some place a
way to install jacoco I think? So there's 2-3 or more modules that
NetBeans either *needs* post-install to run or that it offers as an
option to users (such plugins then have to be available in the update
centre somewhere).
