Yes, there is a workaround. PHP users should activate PHP feature manually as soon as they install NetBeans 11.1 i.e. before open existing PHP projects. (Check Tools > Plugins> Installed > PHP, then click the Activate button.) That way, we should be able to avoid that problem.
