Wouldn't an obvious fix be to remove it?

MySQL is GPLv2 Licensed that isn't compatible with Apache I believe (GPLv3
is).  I think this is the reason why we in the IDE don't repackage the jar
file like we do elsewhere but ask the user to download it specifically.
Seems weird that we'd add the jar just for tests imo.

Then between 11.2 and 11.3 we can come back and take another look at the
issue?
