Is the plugin portal supposed to be usable now?

The site does not immediately crash. It says "Found 0 plugins" which might be OK if new DB schema. The drop down lists only have "Any" and Login button goes to two options: github, google. Each of these is a dead end. Press github goes to page saying '{"success":false,"reason":"INVALID_TOKEN"}'. Press google and get a 400 with explanation:

   Error: redirect_uri_mismatch

   The redirect URI in the request,
   https://netbeans-vm.apache.org/pluginportal/login/callback, does not
   match the ones authorized for the OAuth client. To update the
   authorized redirect URIs, visit:
   
https://console.developers.google.com/apis/credentials/oauthclient/432862904114-ierlf9j6qmmuhtd44ecmlfqivlirq7uc.apps.googleusercontent.com?project=432862904114
