That's what we've said before, although should be included binaries are built from unmodified sources. We only release sources! ;-) Although a distribution could use our signed binaries, I don't think requiring that is good or reasonable for an open source project. I don't think we ever decided how much patching of sources, if any, is allowed before people need to not call it Apache NetBeans?
