+1, and I'd go further than that.  Nothing should be merged to master
unless Travis has gone green (eventually!), particularly within the
release freeze.  And on the odd occasion when a merge causes Travis to
fail on master after merging, nothing merged until it's checked and fixed.

I say eventually, because there is often a need to retrigger tests in
Travis.  There is some inconsistency, particularly around network
issues, OSUOSL, etc.  That you can replicate locally may not be that,
though.
