Hi, This is our infra issue or is this an issue in Apache NetBeans code itself ?

I added my analysis. I think the primary problem is the plugin portal, that generated invalid data, that is inconsistent with the data contained in the module itself. I'll look into a fix in the next few days. If somebody else beats me to it, great, then I'm willing to review.
