I’m not for the welcome screen, because the IDE is still running and had load 
all the stuff and that means, if you choose it from the welcome screen, withing 
the IDE, we Need a full restart, which can take longer because of importing 
projects/indexes etc. than by choosing such settings right before the IDE opens.

I’m also for the first run dialog after the dialog for importing settings. Like 
a little wizard, just to make some things default by the user, when they run 
NetBeans for the first time.

Perhaps there should be a wizard that runs on the first launch that configures 
a bunch of stuff that would be specific to certain users or environments. You 
could set the default license template from there too and address a couple 
issues.
