I’m not for the welcome screen, because the IDE is still running and had load all the stuff and that means, if you choose it from the welcome screen, withing the IDE, we Need a full restart, which can take longer because of importing projects/indexes etc. than by choosing such settings right before the IDE opens.

You could set the default license template from there too and address a couple issues.
