I disagree.  We agreed to make time-based releases, not feature-based
ones.  We release what's ready in master on particular dates.  And the
point of that was to make things easier, not harder, for people to
contribute as time permits.  It's never a problem if a feature can't
be completed by some arbitrary date.

Likewise, I want to get this in master and in beta1 so there's as much
time to test and iron out bugs without putting undue pressure on
anyone, Jan in particular, if issues are raised.  Landing things late
causes problems.  I already believe we should merge this, if ready,
despite it missing the freeze date.
