In my opinion, no. But I was overruled when we discussed last year. So, we have votes on all binaries. At the time I thought a simpler double-check mechanism was enough. I do agree it needs some sort of sanity check that we've met all the rules (hashes, sigs, right artefacts) the PMC has to follow.
