This has been the case for a while now.  In fact, the blocker I
reported about JavaFX in 12.0 was at least partly being triggered by
the code also requiring nb-javac, and *that* connection to osuosl
failing.  That bit must have got past you at the time! :-)

I'd actually push for something slightly different - put the nbms on
Maven, then we can link from plugin centre, and not have to push
updates to the IDE every time we want to update nb-javac.
