I'm adding the Apache NetBeans developer list as CC.

The Committer role is not given on request. It has to be earned.

It can be earned by participating in discussions on the developer list. Tending JIRA Issues, participating in PR reviews.

However the most important would be filing PR-s to the Apache NetBeans codebase.

Usually these PR-s would gain some attention among the community members and eventually you might receive an invitation to be a Committer.

Of course you might feel that the community does not recognized your efforts and can draw our attentions to that. However it always have to be backed up with a good PR history.
