Yes, but 3.8.2 was even more broken for NetBeans!  Should be 3.8.4 in
NetBeans 13.

In the meantime, you can try right-clicking on the project, Run Maven
-> Goals, and in the Goals line in the dialog add and run the
following -

-N io.takari:maven:wrapper -Dmaven=3.8.4

That should initialize the Maven wrapper in that project and NetBeans
will then use that.
