I went to Tools -> Options -> Fonts & Colors where I changed the font in the 
Default Category. I may be fond of JetBrains Mono NL, found at 
https://www.jetbrains.com/lp/mono/, but there are many nice mono fonts such as 
Cascadia Code available. When I went to change Output & Terminal they were 
already set. I did allow the installation of NB 13 to access the settings for 
NB 12.6. I had set the fonts in 12.6 but in 13 the default font was not Mono 
ML. I suppose that Output & Terminal might have taken their font setting from 
12.6. The settings for Output & Terminal are under Miscellaneous in the Options 
dialog.

As for fontsize, I just add it to the command line. On my computer it is:
C:\devapp\NetBeans-13\netbeans\bin\netbeans64.exe
to which I added fontsize
C:\devapp\NetBeans-13\netbeans\bin\netbeans64.exe --fontsize 14
Note that there are two dashes in front of fontsize.
