Yes, although when dealing with partial-clusters (I don't think I ever use whole clusters!), then the various kit modules might also cover some of this? editor.kit, db.kit, etc.? I was initially interested in BoMs incidentally as a possible way of providing individual module updates via Maven without having to re-publish the entire IDE!
