Hi Eric, I saw this problem in the past when building with an inconsistent set of JDK. I.e. my build JDK was JDK 11 and the value of the property nbjdk.home pointing to JDK 8 (or the other way round).
This was solved by removing the nbjdk.home property (beware, you can have it configured in different places) and thus building with a single JDK. There can be no general problem build NetBeans, see the battery of build ran on every PR and also the fact, that we successfully released NB18, which requires voters to build the project from source.
